You have to turn JBW off. It is reminding you that if you did not make other arrangements your bid will not be sent to eBay, with your computer off. Go ahead and turn it off and do your restart, this is normal. Microsoft Word stops my restarts. It is no big deal. See: How to bid with your machine off.
