I was having exactly the same problem with Pre4 and Pre5 releases. (didn’t try further back than that). My auction search lists seem to update but bidding/sniping always failed.

By chance I found a workaround. If youi got to [File menu, Configure menu, eBay tab] and make sure the option “I plan to watch and bid on Mature Audience items on ebay.com” option is unchecked. Save and test login. After doing this the login switched to Green like it should and all basic functionality (bidding/sniping) I use worked. Not sure how the option got switched on anyway but this fixed it.
